Must provide proof of exhausting all other available options. For example, if there is a utility need the client will need to demonstrate that they have attempted to negotiate with the utility company, called our local LIHEAP agency, and have exhausted all other potential assistance. Clients need to be residents of Greene, Macoupin or Montgomery counties.
