Bill must not exceed $1,000.00 - Client Services Department: Program assists with electric bills to individuals living in Alton, Bethalto, Cottage Hills, East Alton, Godfrey, Hartford, Meadowbrook, Moro, Roxana, South Roxana and Wood River, Illinois.
